Travis K. Ouverson

Assistant Chief Ouverson retired from the West Des Moines Police Department in 2021.  Since that time, he has served in an interim leadership capacity for several police departments and has assisted in the instruction of criminal justice students at an area University.

 

Travis has an extensive background in police work including command positions with the criminal investigations unit, patrol, special operations, and executive officer to the chief of Police.  He has also worked in regional vice/narcotic teams and was the team commander of the regional SWAT Team. 

In addition to his police work, Travis is an Eagle Scout, retired from the Iowa Army National Guard after 20 years of service, and worked as a medic and firefighter early in his career. 

 

Travis and I attended the Counter Narcotics and Terrorism Operational Medical Support (CONTOMS) training in 2000 and implemented a medical component to the SWAT team that continues today.

PROFESSIONAL EXPERIENCE


West Des Moines Police Department, West Des Moines, Iowa.
January 1990 – April 2021. (Retired) Duty assignments and ranks as follow:
Assistant Chief of Police, December 2017-April 2021.


Executive Officer, Captain, November 2014 – December 2017.
Responsible to the Chief of Police for the operational and administrative effectiveness of
the department. Direct supervision of the department’s division commanders as well as
administration of multiple strategic functions of the department. Assist with the budget
formulation for the department. Serves as acting chief in the Chief of Police’s absence.


Commander, Support Services Division, Captain, January - November 2014.
Responsible for three support units, the Criminal Investigations Unit, the Training and
Emergency Management Unit, and the Administrative Services Unit. Additionally,
served as the department’s liaison for the Suburban Emergency Response Team, the
Youth Justice Initiative, and the Information Technical Services Department.
Responsible for facility maintenance issues and project planning.

 

Commander, Patrol Operations Division, Lieutenant, June 2013 – January 2014.
Responsible for six patrol platoons, together with a co-commander, for day-to-day patrol
operations for the department. Additionally, direct supervision of the Code Enforcement
Unit, the Traffic Enforcement Unit, homeland security planning and operations for the
department and other additional duties as assigned.


Commander, Patrol and Special Operations Unit, Lieutenant, July 2010-June 2013.
Responsible for the special operations and special events planning for the department,
including the following sub-units: Community Outreach/Crime Prevention, Traffic
Enforcement, Animal Control, Code Enforcement, and Homeland Security.

 

Commander, Information/Technical Services Unit, Support Services Division, Lieutenant

May 2008 – July 2010.
Accreditation manager and unit commander responsible for the Records Section,
Training Section, Crime Analysis Section, and Information Technology Systems.
Appointed to the additional duty of Suburban Emergency Response Team Commander, a
seven-agency tactical team task force.


Commander, Patrol Unit, Operations Division, Lieutenant, May 2006–May 2008.
Responsible for uniform patrol operations for the department. Directly supervised three
sergeants (watch commanders) and responsible for the thirty-two officers assigned to the
unit’s three patrol watches.


Commander, Criminal Investigations Unit, Lieutenant, June 2005-May 2006.
Promoted to Lieutenant June 2005. Responsible for all operations of the unit as well as
policies related to investigative functions for the Department. Developed the unit’s case
clearance management system for tracking and reporting the unit’s objectives for the
department’s strategic management program.

Criminal Investigations Unit Supervisor, Sergeant, May 2003 - June 2005.
Supervised the detectives assigned to CIU (Persons, Property, Financial Crimes, and
Juvenile/SRO), revised the case assignment and review process, and developed the
department’s major case management policy and procedures.


3 rd Watch Patrol Commander, Patrol Division, Sergeant, August 2001 - May 2003.
Promoted to Sergeant in August 2001, responsible for the supervision of the patrol
officers and jailer assigned to the 3rd Watch Patrol. Additionally, appointed as the Field
Training Unit Supervisor coordinating training for all new officers.


Criminal Investigation Unit, Juvenile Section, Detective, January - August 2001.
Responsible for investigations involving juveniles as offenders or victims. Concurrent
with these duties also served as the School Resource Officer for West Des Moines Valley
High School.


Vice / Narcotics Control Unit, Detective, March 1999 - January 2001.
Assisted with the formation and grant funding of a multi-agency drug task force known
as ‘WestNarc.’ Served as O.I.C. (second in command) of the task force.

Army National Guard, June 1990 - October 2003. Responsible for the direct supervision
of a M1A1 main battle tank crew and a tank platoon in an armored cavalry troop. Retired
from the Army with 20 years of service.


Personnel Administration Supervisor, 734th Maintenance Battalion, Active-Duty Guard
and Reserve (AGR), Iowa Army National Guard, April 1986 - June 1990. Supervised the
personnel and administration for a maintenance battalion with 1,200 personnel.
