Tony Bixby

Tony is the director of prehospital services for the University of Pittsburgh Medical Center (UPMC) North Central Pennsylvania Region and the EMS Chief of Susquehanna Regional EMS in Williamsport, Pennsylvania. He has 25 years of EMS experience. Tony is also a mentee in the inaugural NAEMT Lighthouse Leadership Program Class of 2023.

Director of Prehospital Services, North Central PA Region

April 2017 – Present, UPMC / Susquehanna Regional EMS, Williamsport, PA Responsible for the day-to-day operations of prehospital services in the UPMC North Central PA Region to include over 170 personnel in the Williamsport and Wellsboro areas. Areas of responsibility include 911 emergency response, emergency, and non- emergency interfacility transports, to include wheelchair van and stretcher van transports. Also responsible for oversite of EMS billing department, Emergency Preparedness, ACLS/CPR Education as well as community outreach, education, and training. Responsible for planning, scheduling, and coordinating regional special events, such as the Little League World Series. Oversite of Mobile Integrated Healthcare providing home visits/assessments for Primary Care offices and providing in-home COVID-19 testing and vaccination.

     Highlights of Contributions:

  •            Letter of Commendation, Pennsylvania State Police In recognition of assisting Troop F with rapid                     COVID-19 testing after being seriously affected by the virus on June 30, 2020.

           Kline A. DeWire Memorial EMS Lifetime Achievement Award Award in recognition of exceptional                     service dedication and leadership in promoting and enhancing Emergency Medical Services within                 the Lycoming, Tioga, and Sullivan Counties region.

 

Manager of Prehospital Operations

April 2015 – April 2017, UPMC/ Susquehanna Regional EMS, Williamsport, PA Responsible for the day-to-day operations of the prehospital department, to include both the non-emergency transport units and 911 response units. Responsible for the interviewing and hiring of new staff, CQI and EMS billing/compliance.

Western Regional Manager/Flight Paramedic

June 2004 – December 2018, Geisinger Life Flight, Danville, PA Treat and transport critically ill and injured patients from accident scenes or other remote locations, as well as between different medical facilities. I was the Western Regional Manager for 3 years, responsible for the day-to-day operations of the Williamsport and State College base sites. In the 4 ½ years as the program educator, I was tasked with improving our current education within the program, assuring that our staff is properly trained and educated in all areas of the critical care environment. This included the creation of the Life Flight Evaluation Day where I created specifically designed skill sheets for the staff as well as creating multiple written exams and patient scenarios for the medical director to use in the simulation lab.

 

     Highlights of Contributions:

           4 ½ years as the paramedic educator for the flight program.

           3 years as the Western Regional Manager.

           Created and implemented process assist all paramedic staff successfully complete the Certified                        Flight Paramedic Exam as need for CAMTS Accreditation.

 

Staff Paramedic/ Paramedic Captain (Resource Clinician)

January 2000 – December 2013, Susquehanna Regional EMS, Williamsport, PA Treated and transport ill and injured patients from all over Lycoming and surrounding counties staffing both a dual paramedic MICU and also a single paramedic squad unit. I was promoted to paramedic captain in 2002 where I held that position for 1 year before leaving to take a position in Saudi Arabia. As a captain I was responsible to assist in employee candidate interviews, new employee orientation, and filling in as the on-duty paramedic supervisor. Once returning from Saudi Arabia I continued to be employed as a full-time staff paramedic until leaving in June of 2004 after accepting a flight paramedic position with Geisinger Life Flight. I have also served as a paramedic student preceptor for the Penn College Paramedic Technology department and participated in staffing at the Little League World Series.

     Highlights of Contributions:

           Susquehanna Health System Paramedic of the Year in 2002 Selected by my peers and coworkers.

           Promoted to Paramedic Captain/ Resource Clinician in 2002.

 

Part-time Faculty/ Paramedic Instructor

2001 – Present, Pennsylvania College of Technology, Williamsport, PA

I have provided instruction as a lecturer, clinical rotation instructor and laboratory instructor for over 20 years.

 

Flight Paramedic

May 2003 – June 2004, STAT MedEvac, Pittsburgh, PA

Treated and transported critically ill and injured patients from accident scenes or other remote locations, as well as between different medical facilities. Transport took place by both rotorcraft and fixed wing aircraft to locations worldwide.

 

Staff Paramedic

April 2003 – May 2003, King Fahad National Guard Hospital, Riyadh, Saudi Arabia

My position required me to respond to emergency calls, treating Saudi National Guardsman and their families as well as the Saudi Royal Family. My position also required me to perform ALS transports from other facilities or the military airport, with extremely ill patients, often being neonates. When not responding to emergencies, my role was to provide initial care for patients who arrive to the ED by private vehicle, assist in the ED with the care and stabilization of patients, respond to every cardiac arrest in the 600+ bed hospital, and to standby at other nearby compound clinics. I assisted in teaching ACLS, PALS and ITLS to other paramedics, nurses, and physicians. I also was directly involved in the care and management of patients involved in the May 12, 2003 Riyadh terrorist bombings.

           The National Society of Leadership and Success Inducted July 2022 Selected by Capella University                    based on >3.5 GPA. The NSLS is the only honor society to offer accredited leadership training and                    certification.

NAEMT Lighthouse Leadership Program

April 2022 – September 2023

Selected as one of only 10 leaders nationwide as a part of this inaugural program. The Lighthouse Leadership Program was developed, based on the vision of one of the founders of modern EMS in the United States, James O. Page, to support EMS professionals interested in becoming EMS leaders. The program matches each mentee with an experienced mentor that best aligns with their career goals.

 

Certified Flight Paramedic (FP-C)

August 2014, Board for Critical Care Transport Paramedic Certification Successfully completed the Certified Flight Paramedic exam which focuses on critical care and critical care transport with an emphasis on air medical transport.

 

CCEMT-P (Critical Care Transport)

July 2002, University of Maryland Baltimore County, Baltimore, MD Successfully attended and completed the 2-week CCEMT-P curriculum specializing in critical care transport.

 

Paramedic Certification

November 2008 – January 2000, The Williamsport Hospital and Medical Center Paramedic Training Institute

This was a full time, 15 ½ month program that was nationally accredited by the American Medical Association’s Commission on Accreditation of Allied Health Education Programs. This in-depth program contained over 1200 hours of classroom instruction, over 300 hours of clinical experience and over 1200 hours of prehospital experience, which far exceeds the national standard for paramedic training.

           Dennis R. Dougherty Award for Prehospital Excellence This award is presented to the graduating                     student who has earned the highest field and clinical average.
