Cam Coppess
Cam and I became acquainted during his career with the West Des Moines Police Department. He retired at the rank of Captain. Cam started as a patrol officer in 1985, just a year before I started with the EMS department. Throughout his career he helped develop and guide the department in numerous divisions and projects. He has a Masters of Public Administration from Drake University, is an FBI National Academy Graduate and an Assessor for the Commission on Accreditation of Law Enforcement Agencies (CALEA) Following his retirement, he served 7 years as Vice President of Security for the Iowa Lottery Authority. I am thrilled to have him joining us for our law and enforcement and investigation areas.

IOWA LOTTERY AUTHORITY, State of Iowa October 2015 – January 2022
VICE PRESIDENT OF SECURITY
Oversight of six direct reports to include 4 Security Investigators, Information Technology Security Officer,
Administrative Assistant. Duties include the responsibility to ensure the integrity of Lottery play is at its
highest level. By review of game production and distribution ensure that all lottery games are delivered in a
random manner to guarantee that play is equitable for all players. Also, responsible to set up a compliance
testing process that ensures retail partners follow the rules of Lottery, maintaining the high level of integrity
that is expected by the Lottery players. Oversight and audit responsibilities for all lotto draw processes
utilized by the Iowa Lottery Authority. Responsible to ensure that all vendors and Lottery employees meet
the integrity qualification standards set by Iowa law regarding criminal background investigations. Ensure
that the Iowa Lottery Authority is a safe work environment for its employees and visitors.

CITY OF PLEASANT HILL POLICE DEPT, Pleasant Hill, IA March – September 2015
INTERIM CHIEF OF POLICE
Responsible for the operations of the Pleasant Hill Police Department while the city searched for a full time
Police Chief. The department is comprised of 16 sworn officers and 2 civilian employees. The duties
included oversight for patrol and investigative functions, full budgetary responsibilities for a 1.8 million dollar
budget, and providing a work environment that allowed personal growth and innovation from the
employees, while setting expectations of quality service to the citizens and visitors to Pleasant Hill.
Improvements were made to the department’s Information System, case assignment and tracking process
and to the overall efficiencies of the practices of the department. At the end of the assignment an
assessment report was provided to the City Manager with goals and objectives for the newly appointed
Chief of Police.

Brought over from support services to rejuvenate patrol operations and incorporate community policing
philosophy and use of the department’s information system by patrol officers.

Led the department’s largest unit with 3 direct reports and 27officers on 24x7 shifts.

Full oversight and budget responsibilities for over half the entire department’s $6M budget to ensure that the officers had the tools they needed to get the patrol job accomplished.
SUPPORT SERVICES DIVISION, LIEUTENANT June 2001- May 2004
Responsibilities were to supervise and administrate the Police Department’s Records Section and
Information Technology Systems. Served as project manager for purchasing, building and implementing
Electronic Document Management System, Electronic Crime Mapping, Electronic Booking and Digital
Booking Photography System, Multi-department Mobile Data Computer Message Switch.
OPERATIONS DIVISION, SERGEANT OF PROBLEM ORIENTED POLICING March 1999- June 2001
Tasked with creating a unit which would have Community Policing as its philosophy and lay the ground
work for the implementation of Community Oriented Policing as a department wide philosophy. In April of
2001 the name of this unit was changed to the Special Operations Unit. The change in name came with
the following responsibilities: supervising and administrating; Bicycle Patrol, K9 Unit, Motorcycle Unit,
Animal Control Unit, and the Problem Oriented Policing Unit.
